Pool Electrical Bonding: The Life Safety System Nobody Sees

The safety system you will never look at

Every safety feature on a pool is visible except one.

You can see the fence. You can test the gate. You can look at a drain cover. Bonding is a network of copper and steel tied together underneath your shell and your decking, and once concrete goes over it, nobody sees it again for the life of the pool.

It is also a life safety system rather than a performance one. It either meets code or it does not, and there is no partial credit.

Which makes this the clearest argument on this entire site for paying attention to who builds your pool, because bonding is the thing you cannot inspect, cannot test as a homeowner, and cannot fix later without breaking concrete.

Bonding is not grounding

These get used interchangeably and they do different jobs.

Grounding gives fault current a path back to its source, and limits voltage from lightning, line surges or contact with higher voltage lines. The National Electrical Code separates these purposes at 250.4.

Bonding, in the pool context, is about equalizing potential. NEC 680.26(A) states the purpose plainly: equipotential bonding is installed to reduce voltage gradients in the pool area.

Here is why that distinction is the whole point.

A person standing in water with one hand on a metal handrail is touching two things at once. If those two things sit at different electrical potentials, current flows through the person between them. It does not require a fault large enough to trip a breaker, and it does not require anything to look wrong.

Bonding removes the difference. Everything conductive in and around the pool is tied together so it all sits at the same potential, which means there is no gradient for current to travel across. The hazard is not eliminated by cutting power off, it is eliminated by making everything electrically identical.

One consequence worth knowing: NEC 250.52(B) does not permit the pool structure and its reinforcing steel to be used as a grounding electrode. The bonding network is not a ground.

What actually gets bonded

NEC 680.26(B) sets out the conductive parts that have to be tied together, using solid copper conductor not smaller than 8 AWG, which may be insulated, covered or bare.

The shell. Structural reinforcing steel tied together with steel tie wire serves as the bonding connection. Where the steel is encapsulated in a nonconductive coating, a copper grid is required instead.

The perimeter surface. This is the part homeowners find surprising. The surface to be bonded extends three feet horizontally beyond the inside walls of the pool, and it includes unpaved surfaces, poured concrete and other paving. Your deck is part of the safety system.

Perimeter bonding attaches to the reinforcing steel or copper grid at a minimum of four points, uniformly spaced around the pool. Where a perimeter surface is separated from the pool by a permanent wall or building five feet or more in height, bonding is required only on the pool side.

Metal in and around the pool. Ladders, handrails, metal coping, light niches, metal fittings and metal parts of the structure.

Equipment. Pump motors, heater housings and metal wiring methods and equipment.

The water itself. NEC 680.26(C) requires the pool water to be bonded, through a listed bonding device or through conductive shell components in contact with the water.

Where a copper grid is used rather than reinforcing steel, the code is specific about how it is built: 8 AWG bare solid copper bonded at every crossing, conforming to the contour of the pool, arranged as a twelve inch by twelve inch grid with a four inch tolerance, secured within or under the pool no more than six inches from the outer contour of the shell.

That level of specification is the point. This is not a component, it is a constructed system with a defined geometry.

When it happens, and why the timing is fixed

Bonding is established during the steel and plumbing phase and completed with electrical, and it has to be inspected before anything covers it.

This is why electrical sits mid sequence in a pool build rather than near the end. A deck poured over uninspected bonding is a deck that comes back up.

Which code edition applies to you

The NEC is a model code. It has force in your city because your city adopted an edition of it, and cities do not all adopt the same edition at the same time.

That matters here more than usual, because Article 680 has changed materially between editions. The 2023 NEC contains significant revisions to Article 680, including changes to 680.26 introduced by a tentative interim amendment issued in March 2023.

So the accurate answer to what your bonding has to look like is: whatever the edition your city has adopted requires. Your engineered plans are drawn to it, and your inspector works to it.

What you can reasonably ask

You cannot inspect bonding yourself and you should not try. What you can do is confirm it was done and verified by people whose job it is.

  • Which NEC edition is my city working to?
  • Has the bonding passed inspection, and can I see that it did?
  • Is the electrical work being done by a licensed electrician?
  • Is bonding inspected before any decking is poured?
  • Can I walk the site and photograph the steel before gunite?

That last one is worth doing on any build. Ten minutes of photographs before concrete goes over everything is the only record you will ever have of what is inside your pool.

If you already own a pool

Two situations where this becomes a live question.

You feel a tingle. Any sensation of current in or around a pool is a stop swimming and call an electrician situation, immediately. It is not something to monitor, and it is not something to ask about online. This is the one symptom that maps directly to the hazard bonding exists to prevent.

You are buying a house with an older pool. Bonding requirements have tightened over the decades, and a pool built to a much older edition may not meet what would be required today. Nobody is going to make you retrofit it, and it is worth knowing about before you own it. An electrician can assess it. Assessing an older pool.

I feel a slight shock near my pool. What should I do?
Stop using the pool and call a licensed electrician now. Any electrical sensation in or around a pool is treated as urgent, and it is not something to diagnose from a website.

The bottom line

Bonding is the least visible and least discussed system in a pool, and it is the one that is genuinely about life safety rather than performance or appearance.

It is built during the phase you can walk, inspected before it is covered, and impossible to assess afterward. Ask which code edition your city works to, confirm the inspection passed, and photograph the steel before gunite.

Then never think about it again, which is the entire point of doing it properly the first time.
